Assembly and to the Economic and Social Council of the United Nations in i^^Gj^j he has helped, through his great devotion and expertise to break through the then existing inertion with respect to assistance to underdeveloped countries. Further he indicated and cleared new ways and means whereby such assistance could be given. It was especially due to his industrious activity that it was decided to estabUsh the United Nations' Special Fund for pre-investment projects, of which he became the inspiring and able director. In this function Dr. Hoffman had made a real contribution to the problem of raising the economy of underdeveloped areas. He has drawn the assistance out of the atmosphere of charity and paternalism, in which it has stranded in the beginning, and has given a new approach to it which departed from the viewpoint of interdependence between industrialized and underdeveloped countries, and was based on the idea of reaching a communal purpose that will benefit all. In this communal interplay he has not only given the rich but also the underdeveloped countries a proper task and responsibility, while at the same time he has wanted to create for the latter the possibilities of fulfilling that task. Dr. Hoffman has explained this new approach in some writings which to some degree form the scientific foundation and background of the policies of the Special Fund and which at the same time as such are a contribution to economic growth-theory. It must be counted significant that Dr. Hoffman has stressed that economic assistance can only then be fruitful when it is borne by the spiritual force of the receiving peoples and that it meets response in this respect. Thus he accentuated correctly an important aspect of the problematics which hitherto had been too much neglected in practise, namely the promotion of an infra-structure, beneficial to economic betterment. In addition he indicated the necessity of opening and developing resources which are available in the underdeveloped countries themselves. And it is especially the latter which the Special Fund has in view and which it tries to realize under the direction of Hoffman. It drafts preinvestment projects - surveys of human and material resources, technical training and industrial research - all of which are necessary to economic development.
